email and phone conversations. As a matter of fact, your office informed
me that your agent, Carlos Urquiza, will be calling me today.
I have brought up the issue of RICO with
you last week. The Racketeer Influenced and Corrupt Organizations Act, commonly
referred to as the RICO Act (18 U.S.C. ch. 96 as 18
U.S.C. §§ 1961–1968.) or simply RICO, is a United States federal law
that provides for extended criminal penalties and a civil cause of action for
acts performed as part of an ongoing criminal organization.
Although, you conveyed to me that you know what RICO is, I'm not sure you understand the fundamental principles application or the magnitude implication of your action(s) here. Other then the ongoing investigations by ProPublica and CPJ (The Committee to Protect Journalists) into my father's (Dam Phong Nguyen) and the deaths of his colleagues, your action/inaction has a major RICO implication here.

Your close connections and long-term
support for Viet Tan, an organization that is being accused by the mainstream
media, its former leaders, and the FBI of terrorist activities allows them to
use it as a PR tool to legitimize their criminal enterprise to the people in
Vietnam and some among the Vietnamese diaspora that Viet Tan is well connected
politically. Your staffs' continuation of accepting contributions from Viet
Tan's leaders and its members is sending the message that you condone and
support Viet Tan's criminal activities. This will discourage potential
witnesses to come forth as they wrongly believe that Viet Tan is protected by
the U.S. Government and therefore enjoys immunity.
In plain English, your conduct and action
imply a conspiracy to racketeer federal money, influence federal policies, and
corrupt a Congressional office particularly so as to conduct activities that
are harmful and violate human rights and undermine American values.
In addition, as you are investigating
allegations made in my two previous letters, you may also want to look into the
secretive and intimate working relationship between Saigon Broadcasting
Television Network (SBTN) and Viet Tan. According to reliable sources, there is
the possibility that Viet Tan owns shares of SBTN, has two of its long-time members
posing as senior staff of SBTN, in addition to some 18 other Viet Tan members
that work at SBTN in different capacities. The two known prominent Viet Tan
party members are Ms. Trinity Hong Thuan Pham and Mr. Steven Bao Mai.
Free airtime may constitute direct/indirect
campaign contributions. Thus, you may want to review all the interviews
offered by SBTN for your past and present election campaigns. It's
critical for the integrity of the American political and electoral systems to
not be perceived as being overtly or covertly influenced by an organization
that is widely believed and publicly alleged to have conducted terrorist
activities on American soil. It is like Vito Corleone or the Corleone's families (the Godfather) having
vested interests in the likes of ABC, NBC, CBS and Fox. Finally, below is the English translation of Huynh Ba Hai's letter, which
