Expose RFI, RFA, ‘Viet Tan’ to misrepresent the Vietnam Government's Decree 15

00:49
The Government's Decree 15/2020 has just been issued as an important legal basis for deterring and dealing with information disorder on social networks 'flea markets'. In particular, Article 101 stipulates a fine of from 10 to 20 million VND for acts of abusing social networks to provide and share fake information, false information, misrepresentation, slander and insult. reputation of agencies, organizations, honor and dignity of individuals. Quick as lightning "democracy" as "lime leeches" ...

The Government's Decree 15/2020 has just been issued as an important legal basis for deterring and dealing with information disorder on social networks 'flea markets'.
RFI radio immediately commented: "Covid-19: Human rights are concerned about Vietnam's new decree on fake news." The person who launched the Facebook page "Viet Tan" accused: "The authorities issued Decree 15 violating the right to freedom of speech". RFA radio even headlines: "The new decree on punishing fake informants has unconstitutional?". The same motive alleges that, “the provisions of Decree 15 violate Article 25 of the 2013 Constitution stipulating: 'Citizens have the right to freedom of speech, press, access to information and meetings, assembling, demonstrating ”. Reading into half that fact, not soberly re-appraising the source cited many people easily fall into the above argument.

Because, Article 25 of the 2013 Constitution states that "Citizens have the right to freedom of speech, freedom of the press, access to information, assembly, association and protest". However, Article 25 also stipulates very clearly, THE IMPLEMENTATION OF THESE RIGHTS MUST GUARANTEE NON-INFRINGEMENT TO NATIONAL SECURITY BENEFITS, SOCIAL ORDER ... However, RFI, RFA, and even the FB "Viet Tan" when quoting intentionally ignored this provision. With this tactic, they deliberately changed the status of human rights in an attempt to cover up acts of sabotaging human rights, disturbing society, and violating the human rights of others. But even if they have hundreds of thousands of tricks, the truth is only one. No need for public opinion to speak, even in the article "The new decree on punishing fake informants who have unconstitutional?", Interviewed character, lawyer Ha Huy Son when sharing his views on Decree 15 , especially the terms of sanctioning fake news clearly stated: "THAT IS NOT A FRAME TO LEGISLATION because launching fake news also affects society when it is necessary to prevent it."

Misrepresentation by Radio RFA
Through this, it is made clearer that there is absolutely no story of Vietnamese law in general, including Decree 15 "which violates the rights of press freedom of speech, use of the Internet and social networks" as some allegations. Even, there are incidents when people via facebook channel reflect the truth such as the case of the Vice Chairman of the district People's Council did not wear a mask, profane when measuring body temperature in Binh Phuoc; case of young men raping homeless women in District 5, Ho Chi Minh City ... authorities quickly entered the investigation to clarify. In fact, what is happening clearly shows that our State only severely punishes those who take advantage of cyberspace to misrepresent, slander organizers, infringe upon lawful rights and interests of individuals and organizations. community benefits.

Freedom of speech in real life and on social networks is an indisputable right of every individual, but freedom of speech does not mean freedom of disorganization - it comes with the obligation of every individual to take responsibility for the speeches they make, including on social media. And once morality is no longer able to regulate the behavior of individuals on social networks to the right standards, then the statutes and laws will carry out their duties most strictly.

There is startling disability, the reason that the hostile forces aggressively provoke domestic and foreign public opinion to distort Decree 15 because from here, our State has an additional effective legal tool to prevent and handle these bad guys are trying to take advantage of cyberspace to fight the regime, the State, infringe upon the legitimate rights and interests of individuals and organizations. But whether it is cyberspace or in the daily life of business and production, this is a matter of principle, there are no exceptions in cyberspace to put the hat of human rights, the internet freedom Cover up.
